  5. Mother did not neglect the twins under R.C. 2151.03(A)(3) because she provided, rather than refused, subsistence and medical care. She breastfed the twins at the hospital, requested a breast pump, and the twins remained hospitalized and received medical care during her evaluation.
  6. A parent who seeks help for a mental-health crisis while the children are safely in the custody of a responsible caregiver does not, without more, establish neglect or dependency.
  7. The dependency adjudications for the four older children could not stand because they were expressly based on the twins' neglect adjudication, which the court reversed.
  8. The dependency adjudications for the twins were unsupported because the juvenile court provided no findings or analysis establishing the basis for dependency and the record lacked clear and convincing evidence supporting that determination.
  9. Reversal of the adjudications required reversal of the dispositional orders because disposition inherently follows adjudication; the court therefore declined to reach Mother's separate challenge to disposition as moot.
